The recommendations contain clear rules for diagnosis, treatment, and rehabilitation for specific diseases, for example, oncology, obesity, cardiovascular pathologies. Algorithms are created by official scientific-clinical communities, which primarily include representatives from major federal medical centers and clinics.
CRs are based on analysis of the most current foreign and domestic scientific sources, contain methods with varying levels of proven effectiveness, and structured reference information for physicians.
The CR system has been forming in Russia since the early 2010s, and by January 2026, recommendations had been issued for all common diseases, and clear rules for their application were adopted.
What does this mean in practice? All clinics, private, state, and federal centers, are required to primarily follow modern treatment standards contained in CRs, and in special clinical cases make treatment decisions independently.
This approach guarantees not only a high level of medical care quality in Russian organizations but also application of the most advanced clinical methods with proven effectiveness.
To implement CRs, for example, in state medical organizations, special bodies are created that train medical professionals and monitor implementation of practical recommendations. Ministries of health also monitor standard compliance through review of electronic medical records.
Private clinics operate a similar internal quality control system.
In Russia, all new and experimental treatment methods are first tested in research centers and then, upon confirmation of effectiveness, are included in clinical recommendations and become available for implementation in all clinics nationwide.
